We map the complex web of stakeholders—from UN Security Council members to regional military commanders—and identify the precise points of leverage where pressure can be most effectively applied. This involves crafting compelling narratives for international media, drafting policy briefs that resonate with key decision-makers, and mobilizing grassroots networks to create a chorus of demands that cannot be easily dismissed. Our campaigns are not broad calls for awareness; they are surgical interventions aimed at shifting negotiations, changing military conduct, and unlocking humanitarian access. At CHR.Center, our Law, Policy, and Research team provides the foundational intelligence, but our Advocacy and Campaigns unit builds the strategic architecture upon which change is constructed. We reject a one-size-fits-all approach, instead developing bespoke strategies tailored to the unique political economy of each crisis.
Our process is methodical. We conduct a comprehensive mapping of the advocacy landscape, analyzing stakeholder interests, identifying allies and opponents, and assessing the relative weight of different diplomatic, legal, and public pressure tools. From this analysis, we construct a phased campaign plan with clear objectives, key performance indicators, and contingency pathways.
